There are no chunks of level here as such, just fly through the clouds and jump and attack the flying badniks that come your way. You can jump around freely and you'll always land back down again, and you can move the plane right, left, up and down by holding the corresponding directional button.
Wherever you go, the Tornado will follow your motions so that the wings are always aligned directly underneath you, meaning that there is supposed to be no chance of falling off to your death (I did fall off once after an unnecessary spin dash while passing by the Wing Fortress, but that was a glitch). The screen continuously scrolls right fairly slowly, and you have complete movement across the screen, but within the boundaries of it. Basically, your character is positioned on the wings of the Tornado plane, with the other character, even if you're only playing as one of them throughout the rest of the game, in the cockpit.
One of the most unique levels, and one that might be better described as a side-scrolling shoot-em-up mini-game.
